Download the SDK from google, choose the version of the sdk you want and the set up an AVD.

AVDs are different from iOS's simulator in that they're proper device emulators, so you'll be able to create a decent Android environment with just the AVD.

I've heard those Android emus are chuggingly slow even on beefy PCs, so not real great to judge your app's performance.
Since I have not a beefy PC and am doing my coding in Monkey, I have not bothered to set one up.
I just compile to HTML5 (or sometimes a different target) to test my program logic is sound, and throw an .apk at my phone if there's any interesting progress.

They are a bit slow but it's still better than nothing. What you could do is sign up for Sony's Loaner program. hey let you use a phone free for dev purposes and then you give it back when done. It's like a phone library
