in what sense do you mean operate? collect emails, download apps etc?

You need to have an active SIM to set up your phone, after that you don't need to add credit to it if you just want it for WI-FI. games/apps/email etc. You need only a SIM to make a call (but a SIM is still required in the phone to operate). If you new phone is SIM-free it means you can use any SIM in your phone (even your old one) and use it. |

im sure i could use my old HTC Hero without a sim but i would have to double check. as long as you have a gmail/google account you can use it for apps and stuff

Actually thinking about it yes, you might not need the sim at all once the phone is activated - IIRC my old Palm Pre phones work without a SIM in them - I used them for devving only.
