Well, err, yeah, it does?
B3D has commands for displaying primitives on screen, so per definition, yes, it does.
You might wanna choose a format that's a little less proprietary, though. I tried searching on Google for the *.max format specification, but didn't come up with anything.
If you're desperate, you can always make a MaxScript for exporting to *.b3d, which is an 'open' format, in terms of specification.
