I personally don't do it by hour. If I do it for pay (it depends on project/mood/who's asking, sometimes I do it pro bono), I look over the script and give a figure. I think the most I've charged is $50 US. I know a few that charge by line.

I still think that someone who has a super tiny resume shouldn't be charging higher-end prices. The $200 an hour is usually union actors that do like major console game releases and anime. Obviously charge enough to get yourself fed, but I feel like ego should not be a factor if you're unknown.

IMO Voice overs add so much to a game, I definitely dont undervalue them... but since I'm indie and have a limited budget I will try to get the best deal I can.

For my latest game I've hired 2 voice over artists, and in total it has cost me $650 USD for the whole project. They have been great to work with and didnt charge the earth.
