Well, not indie developers, anyhow.
Seems the only way to get hold of the SDK is to mail some random person inside Valve, and I doubt they'll pick just any random indie.

They just want to keep track of who's using it. They also probably expect people who really will produce stuff to be using this, so they want a personal touch. I haven't seen anything to suggest that indie developers wouldn't be able to use it, and if your curious then why not just e-mail Jason Holtman?

You're comparing apples and oranges, Steam is not the Source Engine, steam is just for deploying and patching games, not a 3D game engine..
