 		Yes, the US Gov has always done things the hard way. I've not looked but is there some encryption method or a element of security that is gained by making it that large?

 		I'm sure it's full of issues. Hackers already demonstrated that you could reset anyones password. This seems like basic stuff.

I had to work on a website once that was going to be aired on national TV and we did extensive testing. We used siege to stress test the server and all the PHP scripts, even the credit card API. I imagine they cut some corners. We knew exactly how many visitors we could handle. To ship with major bugs is just ridiculous. Developers are clearly not properly testing their code or have written spaghetti code (me thinks the latter).
