Where does Kuron live? Hopefully not too far south. Expecting hurricane force winds here, and I live near Orlando, FL. South Florida is going to get hit hard, probably worse than when Andrew came through. Also looking at major power outages across the entire state.

looters are a problem, as always in a disaster, but it is not the main reason most are staying. Florida gets hit by hurricanes almost on a yearly basis. Even when a major one comes by, there is relatively little damage. By relative, I mean compared to Texas or Louisiana or other states which are not nearly as prepared for a major hurricane. A cat3 will cause far more damage off the shore of Corpus Christi than it would off Miami, and recovery from the aftermath would take much longer as well.
Due to these frequent and low impacting storms, residents here tend to underestimate the dangers.
For example, during Charlie, a reporter in Tampa stopped a guy on a bicycle to ask why he was out in the storm. He was hungry and decided to go to McDonalds to grab a bite to eat. He was upset that everything was closed, didn't understand why, it was just a little storm. About 15 minutes later, reporter sees the guy again. After seeing a few trees blown over and street signs flying around, he finally realized why it would've been better to stay inside, he was on his way back home, don't know if he made it or not.
During Matthew, a lady near Cocoa beach decided it was safe enough to feed her barn animals during the storm. Unfortunately, she was struck by a tree limb. With emergency crews not available during the storm, she ended up dying.
We'll probably have several people equally as stupid during this storm.
Of course, not everyone staying is stupid. Many are staying because they have no place to go or just can't go. Many have responsibilities here and won't be able to leave until it is too late (after a certain amount of time, it is better not to evacuate. Last place you want to be is stuck on the road during the storm). Funny thing is, even though Orlando is forecast hurricane strength winds, most people evacuating the coastal areas are coming here.

Also, there are people who have made the conscious decision to stay, knowing the dangers, so as to be available to aid in the aftermath.
