Unscramble the signal!!

Today I read an article in Wired about a Russian shortwave radio-transmitter with the callsign UVB-76.
There are lots of people listening in because the signal is now broadcast online, but so far noone has been able to figure out what its purpose is or if it even has any meaning.
Suggestions have included it being a signal that could be used to activate the Dead Hand missiles in case the Kreml ever got attacked during the Cold War.

Here are recorded audio-transcripts of all the voicemessages that have been transmitted through UVB-76.
