I presume you'd have to be sure that a rumble signal was being sent to the controller. Perhaps the N64 also tries to detect if a rumble pak actually exists? If it can't detect one, perhaps it doesn't even try to send out a signal.

yeah, I think itd doing some double checking rather than taking the controllers word for it...
