I think Jay has a quickstart guide somewhere on the site, can't find it right now, but you'll need devkit pro and if you don't care much about learning how the hardware works, PALib is good, it's a huge library of useful functions, which can help you get your ideas onto the DS very quickly indeed.

DS Jumpstart
If you can code in Blitz, or C, or any other such language, you should be able to jump right into DS Coding, by following the easy peasy instructions provided.

Do note, however, that the included PALib and DevKitPro are Out of Date! They work perfectly fine, and I still use them myself, but for the more powerful stuff, you'll have to upgrade to newer versions.

It's just that doing that tends to break compatibility between the two!
