The answer is to round up particularly brazen offenders and make examples of them. And the public needs to back the police. The police also need to back the public sadly, it's got so bad that some locations in the UK such as Bournemouth now have civilian vigilante squads. According to some sources ~60% of shoplifters don't get reprimanded for their actions. Quite how they figure this figure out I don't know though.
