i belive theres something called the modtracker that makes music wich can be converted to mods, mp3s, and other stuff. im not sure if thats the right name though.

Audacity is more for the manipulation, but can still be used to create sounds. It's invaluable when you have a microphone, and the noise removal function I'd pay good money for.

However, Audacity is for sounds, not music, really. I didn't have a link for anything else handy.
