I Would like to learn PHP and stuff like that. So that i can make forums, and etc. Does anyone know of any good tutorials. And do i need any files?

I've been using Programmer's Notepad 2 for my development.
To run php files on your own system, you'll need a Webserver, and a copy of PHP.

Alternatively, you can do what I do..
Develop the code on your PC, but upload it to the site for testing. If you choose to do this, use 2 version of the site.
index.php, and MyTest.php (or something like that), which will let you update without any user's being affected.

As far as tutorials, I've mostly just been using the documentation over at php.net, and just bluffing my way through! The syntax is mostly C like, so shove ;'s at the end of your lines, and $'s go at the START of variables, not the end.. (Oh, and everything's case sensitive, so watch for that..)
