Wow. This actually blew me away. I'm not usually one to recommend cloud applications, but this (the advanced version, which is free!) has many of the same features that Photoshop does, such as a red eye tool! This can obviously be used for creating artwork as well, but I didn't test that yet. I wonder if it has a line tool similar to Photoshop?
There's also an express edition for quick image editing.
