Perhaps Java? If its safe to assume your users have the JRE the standard library has a pretty monolithic tookit. For GUI apps Swing is easy to use, especially if you have Netbeans.

Theres no way around it; you will have to iterate over each pixel, or use some kind of SIMD instructions. GPUs are very good at this kind of stuff, but if youre doing software rendering you can still use the MMX/3dnow resisters to crunch 4 pixels at a time<snip>

The only 16gb iPod is the touch or iPhone, which is more than just a 16gb mp3 player, they offer a touch screen, motion sensors and in the case of the iPhone, a phone. I wouldn't compare those myself.
