<strong><em>Go Team</em></strong> might have been better, depending on the question, as <b> and <i> are for visual decoration only and provide no indication the the browser that they should be used as emphasis for such things as screen readers.

I would have just answered: "A statement that is displayed as bold/italic, to indicate that someone is encouraging or egging-on a team in a positive way". I would also have added: "An exclamation mark would have also been appropriate in the case of the content within the <i></i> tags".

Web development has very little to do with cloud computing.

The actual problem is that most of the content at universities, is years out of date. For most modules, this is a non-issue. Cryptography, networks, AI, algorithms and data-structures; these are areas which have taken decades to develop.

Web development however changes drastically, year on year. If a cyptography module is 10 years out of date, it's a non-issue, as the mathematical foundations will be the same (at undergraduate level). If a web development module is 10 years out of date, it's teaching the latest in IE 6.

I can't imagine it's all too easy trying to keep a syllabus up to date, though. You have to look at it from their point of view.
They teach what they expect you to need from Day One.
By the time you're even up to Day Three, Web Dev has moved on!!
It's not really their fault, but there does need to be some sort of movable goalpost, as opposed to the set-in-stone methodology that's currently in place.
